Don't leave us hanging. Dc1 was probably on the RUS list before, but because I shut it down to replace the hardware and all of the sudden my exchange server points the RUS to my Dc2 and Dc3 could it be possible?
I am not really sure. Dc1 has all of the active directory information ; I believed my domain controllers weren't sync with each others, that is probably why the new user won't replicate on the GAL. I thank you for your help and follow up. I might have some other questions later on.

Hi Ronny Thanks, I checked it and it is selected, however, there are 2 exchange servers in the same domain on different sites and I noticed that in the list of servers under 'Distribute the offline address book from these virtual directories', the one entered here is the one which is replicated to overnight.
Your thoughts.. I would now update the offline address book manually: Update-OfflineAddressBook -Identity "Default Offline Address Book" and than on any outlook choose to download the offline address book and look if the address book is updated.

Hi James I did as you suggested, and that appears to have resolved the issue, however I left the send receive operation to run for at least an hour and it appeared as though it did not get started as the progress bar at the bottom of the Outlook window and the progress bar and task counter in the details window never moved or changed, so I cancelled the task then went back into Outlook, created a new email clicked the To: button and started to type the name of the 'missing' recipient and it was there :o So firstly, should the progress indicators 'work' or do I just ignore them and cancel after a few minutes if they have not changed, and repeat the above finding it has worked?

No I'm afraid not this was only happening with a handful of clients on the LAN so I had no need to look for a more automated solution. You might already have tried, but I can recommend Experts Exchange which I also use for solutions to problems.
