Malacanang palace update

Under the Metro Manila granular lockdown, the alert level system will be implemented. Cities will be under a quarantine measure that is based on the case transmission rate and the hospital occupancy. The localized lockdown will be imposed for at least 14 days. Previously, DOH said that widespread lockdown may no longer be very effective in the current situation as people need to go out for work. The capital region is composed of 16 cities and is home to over 13 million people.

Palace spokesman Harry Roque Jr. Under the new IATF directive, employees who refuse to be immunized cannot be terminated but must undergo regular RT-PCR reverse transcription polymerase chain reaction testing or antigen tests at their own expense.

Local governments "are strongly enjoined" to issue orders or ordinances providing incentives for fully vaccinated individuals and for business establishments to require proof of inoculation.

Workers to be vaccinated during work hours will not be considered absent as long as they present proof of a confirmed vaccination date.

A medical clearance issued by a government health office, or birth certificate, will be sufficient and valid proof of ineligibility for vaccination. Despite more individuals getting Covid shots, the government is still struggling to reach vaccination targets because the rate of vaccine hesitancy remains high.

Health Undersecretary Maria Rosario Vergeire said the Department of Health DoH will wait for the Department of Justice to issue an opinion regarding allowing mandatory vaccinations for onsite workers.

Vergeire said the DoH is more inclined to support mandatory vaccinations for high-risk sectors, such as health care workers. She also noted that there is an impending global shortage of syringes for vaccines that use the messenger Ribonucleic Acid mRNA platform. Vergeire said the department has issued a directive to all vaccination sites to use tuberculin syringes for the meantime. A tuberculin syringe is a small, 1 milliliter syringe that is used for administration of tuberculin, a protein antigen used to detect tuberculosis in patients.

Vergeire said the tuberculin syringe is appropriate for mRNA vaccines since it only needs 0. She said the government has ordered, through the United Nations Children's Fund Unicef , 44 million syringes for mRNA vaccination earlier this year but there have been delivery delays due to the syringe shortage. Vergeire also reacted sharply to the warning of a fellow of the OCTA Research group about a new wave of Delta variant cases if the government does not provide booster vaccine doses to immunocompromised and high-risk people.
